El Salvador is exposed to hydro-meteorological and geophysical hazards and has a history of destructive earthquakes, volcanic eruptions, tropical storms, and droughts. In order to increase the capacity of the inter-institutional technical team headed by the Directorate of Civil Protection of El Salvador (DGPC) on the use remote sensing techniques to generate geospatial information to address these hazards, UN-SPIDER and DGCP conducted a week-long training course. The training was held from 24 to 28 July 2017 at the GIS Laboratory of the Faculty of Agriculture of University of El Salvador, San Salvador. Experts from the Agustin Codazzi Geographic Institute (IGAC, in its role as one of the UN-SPIDER Regional Support Offices) and of the Federal University of Santa Maria in Santa Maria, Rio Sul, Brazil, conducted the training course. UN-SPIDER conducted an expert mission to El Salvador from 12 to 15 July 2016.  The mission included an official visit by Ms. Simonetta Di Pippo, Director of UNOOSA, to El Salvador.   This official visit was arranged by the Ministry of Foreign Affairs as a follow-up to the recent incorporation of El Salvador as a member of the Committee on the Peaceful Uses of Outer Space.  

The opportunity was used by UN-SPIDER to meet with staff from the Civil Protection Directorate and of the Environmental Observatory to discuss the on-going process to establish an inter-institutional team in El Salvador that could be involved in the generation of geospatial information combining satellite imagery and in-situ data.

On 9 and 10 July 2015, UN-SPIDER conducted an Expert Mission to El Salvador under the coordination of the Ministry of Foreign Affairs of El Salvador as a follow-up to the Technical Advisory Mission (TAM) which was conducted in April 2014. The Expert Mission included several meetings with representatives of the Ministries of Foreign Affairs, Environment and Natural Resources, Public Works, Public Health, and Interior. The mission was used to discuss the recommendations proposed by UN-SPIDER during its TAM in 2014; including the establishment of a national geospatial information system and an inter-institutional team of professionals which would focus its efforts in the generation of space-based information in disaster risk reduction and emergency response.

El Salvador, like the other five Central American countries, is exposed to a variety of natural hazards. At the request of the General Directorate of Civil Protection of El Salvador, UN-SPIDER carried out a Technical Advisory Mission to El Salvador with the support of experts from IGAC, CATHALAC, INPE, CRECTEALC and the University of Buenos Aires.

The mission was carried out in San Salvador, El Salvador, between 2 and 4 April 2014 and included meetings with the Director of Civil Protection and staff of this Directorate, official visits to the Ministries of Foreign Affairs, Environment and Natural Resources, Agriculture, Health, and Public Works, as well as to the Environmental Observatory and the National Geographic Institute. In addition, the experts met with representatives of international organizations, the donor community and with students enrolled in the Master’s programme on natural hazards management conducted by the University of El Salvador.

On 31 March and 1 April 2014, UN-SPIDER, the Central American Coordination Centre for Natural Disaster Prevention (CEPREDENAC) and Secure World Foundation joined forces to conduct an expert meeting focusing on the use of space-based information in national early warning systems, with a particular focus on droughts.

The meeting, which took place in San Salvador, El Salvador, brought together more than 30 experts from North, Central and South America, as well as from the Dominican Republic. Experts used the opportunity to identify strategies to institutionalize early warning systems operated at the national level, to identify strategies to incorporate the use of space-based applications in such systems, as well as to incorporate inputs from local communities exposed to large events such as hurricanes, floods and volcanic eruptions.

On Sunday morning, 29 December 2013, Chaparrastique volcano in eastern El Salvador (San Miguel) erupted forcing thousands of people to leave their homes. Everyone within a 3km (2 mile) radius had to be evacuated, as BBC reported. The ashes were blown more than 71 kilometers (44 miles) downwind, as this natural color satellite image captured by the Moderate Resolution Imaging Spectroradiometer (MODIS) on NASA's Aqua satellite shows.

Volcanologist Francisco Barahona, as elsavador.com quoted, suggested that this explosive eruption was caused by water vapor pressure. NASA

Previa solicitud del Ministerio de Asuntos Exteriores de El Salvador, ONU-SPIDER realizó una Misión de Fortalecimiento Institucional los días 9 y 10 de Julio de 2015.  Los objetivos de la misión fueron:

  • Continuar con la prestación de asesoría a El Salvador.
  • Proporcionar información a las agencias gubernamentales sobre COPUOS, UNOOSA y ONU-SPIDER, ya que El Salvador se unirá a COPUOS como Estado Miembro. 
  • Presentar una serie de mapas del Índice de Condición de la Vegetación (ICV) que fueron elaborados por ONU-SPIDER para contribuir a monitorear los efectos de la sequía en el país, y brindar información sobre la Práctica Recomendada de ONU-SPIDER que puede ser utilizada para este fin. 

Durante la misión, la Dirección de Protección Civil (DPC) acordó que el Observatorio Ambiental del Ministerio de Medio Ambiente y Recursos Humanos (MARN) sería el Usuario Autorizado en nombre de El Salvador en la Carta Internacional Espacio y Grandes Desastres y otros mecanismos de emergencia establecidos por la comunidad espacial.  Además, se acordó continuar los esfuerzos para implementar el equipo técnico interinstitucional de teledetección para contribuir a los esfuerzos de reducción de riesgo de desastres, preparación y respuesta a emergencias. El Departamento de Protección Civil debe evaluar si este equipo debe ser coordinado por la Comisión Científica y Técnica de Protección Civil.  Por último, el Observatorio Ambiental acordó revisar los mapas presentados por ONU-SPIDER para evaluar su exactitud en la presentación de información actualizada e histórica sobre las sequías en el país.

On 9 and 10 July 2015, UN-SPIDER carried out an institutional strengthening mission to El Salvador at the request of the Ministry of Foreign Affairs.  The aims of the mission were:

  • To continue the provision of advisory support to El Salvador.
  • The provide information to government agencies regarding COPUOS, UNOOSA and UN-SPIDER as El Salvador will be joining COPUOS as a Member State. 
  • To present a series of maps of the  Vegetation Condition Index (VCI) that were elaborated by UN-SPIDER to contribute to monitor the effects of drought in the country, and to provide information on the UN-SPIDER Recommended Practice that can be used for this purpose. 

The Expert Mission included several meetings with representatives of the Ministries of Foreign Affairs, Environment and Natural Resources, Public Works, Public Health, and Interior.  The mission was used to discuss the recommendations proposed by UN-SPIDER during its TAM in 2014; including the establishment of a national geospatial information system and an inter-institutional team of professionals which would focus its efforts the generation of space-based information in disaster risk reduction and emergency response. 

 During the mission, the Directorate of Civil Protection (DPC)  agreed that the Environmental Observatory of the Ministry of Environment and Human Resources (MARN) should be the Authorised User on behalf of El Salvador to the International Charter Space and Major Disasters and other emergency mechanisms established by the space community.  In addition, there was an agreement to continue efforts to implement the technical, interinstitutional remote sensing team to contribute to efforts in disaster risk reduction, preparedness and emergency response.   The Department of Civil Protection was going to assess whether this team should be coordinated by the Scientific and Technical Commission of Civil Protection.  Finally, the Environmental Observatory agreed to review the maps presented by UN-SPIDER to assess their accuracy in presenting up-to-date and historical information on droughts in the country.

The mission allowed UN-SPIDER to re-visit El Salvador after the technical advisory mission (TAM) conducted in 2014 and to follow-up on on-going efforts. 

Reconociendo el hecho de que El Salvador es un país que está expuesto a diversas amenazas naturales, el programa ONU-SPIDER realizó en Abril del 2014 una Misión de Asesoría Técnica a este país con el fin de promover el uso de tecnologías satelitales en el contexto de la gestión del riesgo de desastres y la respuesta y la recuperación en caso de emergencias o desastres. La misión se realizó en respuesta a la solicitud planteada por la Secretaría para Asuntos de Vulnerabilidad de la Presidencia de la República de El Salvador.

Recognizing the fact that El Salvador is a country exposed to a variety of natural hazards, the UN-SPIDER Programme conducted a Technical Advisory Mission to this country with the aim of promoting the use of satellite technologies in the context of disaster risks and emergencies in April 2014. The mission was carried out upon request of Secretariat for Vulnerability Issues of the Presidency of the Republic of the El Salvador.

Reconociendo el papel que tienen las aplicaciones satelitales en los sistemas de alerta temprana, el programa ONU-SPIDER de la Oficina para Asuntos del Espacio Ultraterrestre de las Naciones Unidas, CEPREDENAC y la Fundación Secure World de los Estados Unidos llevaron a cabo la Reunión Centroamericana de Expertos sobre el uso de información satelital en la gestión integral de riesgos y la alerta temprana en San Salvador, El Salvador, los días 31 de marzo y 1o de abril del 2014.  Dicha reunión congregó a 30 expertos de México, Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, Panamá, República Dominicana, Colombia, Brasil y Argentina; así como de diversas organizaciones del sistema de Naciones Unidas y de América Central.
